A Spam Solution?

Five years ago, Microsoft’s Bill Gates, arguably the most influential figure in the whole computing world, predicted that “Spam will be a thing of the past in two years’ time.”
Did he really believe what he was saying, or was it a publicity stunt, designed to give him a lot of ink at the time, without any concern for the long-term ramifications of his prediction not coming true?
Stockbrokers always say that past performance does not guarantee future results, but given Microsoft’s marketing history, I would bet part of my 401K that it was the latter.
One writer suggests that government agencies could use fake phishing emails to reduce the amount of spam that we all receive.
Do you think that would work?
